Concussion Training (Required each Season)

Effective January 1, 2017, California joins 25 other states that require youth sports organizations to establish concussion protocols for dealing with suspected concussions in participants, information on concussions for athletes and parents, and concussion training for coaches and administrators.

Under the provisions of AB 2007, youth sports organizations will:

  • Be required to immediately remove from play an athlete who is suspected of suffering a concussion or head injury

  • Prevent that player from returning to play for the remainder of the day and not returning until evaluated by a licensed health care provider who provides a written clearance;

  • If the athlete has sustained a concussion there shall be a graduated return to play over seven days after receiving medical clearance to return to play;

  • Parents or guardians of players under 18 shall be notified of the date of injury, symptoms observed, and any treatment provided;

  • A yearly fact sheet will be provided to all athletes and if the athlete is under seventeen to their parent. The fact sheet shall be signed and returned to Treeview Little League

  • Each Coach and Board Member shall complete concussion training at least once before supervising an athlete in an activity of the youth sports organization.

Concussion Protocol:  (Required Once)

  1. (a) California law requires that all managers/coaches, administrators and officials must complete a review of the attached concussion training  before supervising youth athletes;

  2. A concussion and head injury information sheet must be signed by both the athlete and a parent/guardian before the athlete initiates practice or competition.

Abuse Awareness Protocol: (Required Once)

(a) All managers and coaches must read the Abuse Awareness training provided by USA Baseball and SafeSport: See Item (b) below 

 

(b) Legal Requirements for Reporting

  • According to “34 U.S. Code § 20341- Child abuse Reporting,” mandatory reporting is put into effect when “a covered individual who learns of facts that give reason to suspect that a child has suffered an incident of child abuse, including sexual abuse, shall as soon as possible make a report of the suspected abuse to the agency designated by the Attorney General”

  • The term “as soon as possible” means within a 24-hour period.

  • The law also States that “for all covered individuals there shall be an immediate referral of the report to a law enforcement agency with authority to take emergency action to protect the child.”

  • The law defines “covered individuals” as “an adult who is authorized, by a national governing body, a member of a national governing body, or an amateur sports organization that participates in interstate or international amateur athletic competition, to interact with a minor or amateur athlete at an amateur sports organization facility or at any event sanctioned by a national governing body, a member of a national governing body, or such an amateur sports organization.”

First Aid and Summary Sudden Cardiac Protocol (Required Once)

AB379 now requires the same protocols used for concussions in youth and high school sports to be used to help protect young athletes participating in school and community youth sports organizations from sudden cardiac arrest—the #1 killer of young athletes. Community youth sports organizations include an organization, business, nonprofit entity, or a local governmental agency that sponsors or conducts amateur sports competitions, training, camps, or clubs in which persons 17 years of age or younger participate.

IN ADDITION TO JDP background check you are required to also complete LiveScan Screening:

 

California AB 506 (Effective January 1, 2022) Effective, January 1, 2022, all administrators, employees and regular volunteers in California MUST have a one-time background check as approved by the California Department of Justice to exclude individuals with a history of child abuse. This form of background check requires live scan fingerprinting.
 

To clarify, a REGULAR VOLUNTEER is a person who has direct contact with children 16 hours a month or 32 hours per year, which applies to most coaches, referees, team parents, and board members who spend 2 or more hours on the field weekly.

 

Please note that Livescans are not transferrable from another organization, so you need to perform this process for each applicable organization you volunteer with, but the good news is that this is a one-time requirement.

 

To help streamline the process, we have partnered with ApplicantServices.com. Through this process, the cost has been reduced to $25 at a Live Scan Service Center (UPS Stores). Please understand that this specific process has been negotiated specifically for Treeview Little League, so you will need to register via the link provided below to receive this cost discount and to ensure the information is sent to Treeview Little League directly from the California Department of Justice.

  1. To fulfill the Live Scan fingerprinting requirement, please follow these instructions:

  2. Click on the link: www.ApplicantServices.com/TREELL

  3. Enter your email

  4. You will receive a 6-digit code in your email inbox

  5. Enter the 6-digit code to initiate the transaction

  6. Complete the prompted sections

  7. Upon completion of the online portion, you will receive a confirmation email containing a 7-capital-letter "Payment ID," which you will need during fingerprinting session.

  8. Attend the fingerprinting service center at your appointment time, ensuring you have the 7-letter Payment ID ready to provide to the operator.

  9. If prompted to enter a "Group Code," use "TREELL" (without the quotes) as the Group Code. Please review the attached presentation for a more detailed explanation of this process.

  10. Jose Casas is the Leagues Custodian of Records (COR) and will provide notification of approval or disapproval once COR receives information from Department of Justice (DOJ)
